Introduction
The City
Manager, Ian Brown, is responsible to the Mayor and Council for the administration of the many businesses which comprise the municipal corporation. City Council sets the overall direction for the corporation and establishes policies, and it is the responsibility of the municipal staff under Ian’s leadership to implement Council’s decisions and to run the day-to-day activities of the corporation. Council may also look to the City Manager for input and advice before coming to a final decision on issues. There are eight department heads that report to the City Manager and have responsibility for the functional areas of Treasury, Public Works, City Clerk's, Planning & Development, Parks & Recreation, Fire and Culture & Heritage, and Human Resources.
Special Projects, Lori Koughan: There are many initiatives which require co-ordination of cross-functional teams involving a number of departments, agencies, and consultants. These projects are assigned to Lori Koughan, Manager of Special Projects (705) 329-7235. Current projects include project management of the $27 million development of the West Orillia Sports Complex. the $63 million development of the Multi-Use Recreation Facilities on a 36-acre brownfield site located on West Street, the West Street VOC (volatile organic compounds) capital project, the Orillia Public Library/Market Square development project and the development of an OPP detachment and new fire hall. Other projects include the Underserviced Area Designation for Family Physicians in Orillia and surrounding townships, and administration of communications initiatives such as the production of the weekly Bulletin Board published in the Packet & Times and the Orillia City Update newsletter.
