Appearing
as a Deputation Before Council
Did you know?
Not all problems require an appearance before City Council. Contact City staff first and if they can’t resolve your problem, they’ll direct you to the next steps - which may include sending a letter to Council or a deputation.
When are deputations heard?
Deputations are scheduled at the beginning of Council meetings only and televised by Rogers Cable

How do I appear as a deputation?
Write to the Clerk describing the nature of your issue as concisely as you can. Be sure to indicate that you wish to appear as a deputation. If you do not, your letter will be put on the appropriate agenda but no attempt will be made to contact you in order to arrange a deputation.
Deputation requests are screened by the City Clerk, in consultation with the Mayor. The Clerk shall inform Council of requests that are not granted.

What happens next?
After your letter is received, you will be contacted by the City Clerk's Department, either by telephone or letter, regarding your request.
What are the restrictions on deputations?
Subject matters of the deputation must be within municipal jurisdiction and any deputants who have previously addressed Council on a topic shall not be allowed a second deputation unless they can prove that they have new information to present to Council.
A maximum of three speakers shall be permitted per deputation and each deputation shall be limited to a maximum of fifteen minutes.
No more than two deputations shall be scheduled for any Council meeting, subject to the necessity to deal with matters of an urgent nature.
Deputations to Council from declared candidates for elected office shall not be permitted.
What are the deadlines for getting placed
on an agenda?
Not later than 12:00 Noon on the Wednesday preceding the regular Council meeting so that such deputation can be reflected on the agenda for the Council meeting.
Any deputation requests which are received after the deadline but before the agenda is printed, and any request about which the Clerk needs Council direction, shall be listed on the agenda for a decision by Council.
Once I get on the agenda as a deputation,
what is expected of me?
The elected officials you are appearing before will have already received a copy of your written submission, so it is not necessary to read it again. Instead, simply state the reason you are appearing, the solution or action you are seeking and the reason for your request. Deputations should be as brief and to the point as possible (maximum of fifteen minutes).
What about questions from members of Council?
Following your deputation, members of Council will then have the opportunity to ask you any further questions but they shall not enter into a debate.
Members of Council shall not interrupt a deputant while he/she is addressing Council, except on a point of order.
Does it then go directly to a vote?
After Council has heard your deputation and the members have asked you any questions that they might have, the Mayor will ask you to take a seat in the gallery. Any motions arising from a deputation shall be considered under the “Motion” heading of the agenda.
Is the procedure any different if I am
part of an organization or a group that wishes to appear before Council?
If an organization or group is appearing as a deputation, please state in your written submission the names and titles of the representatives of the group/organization that will be appearing before Council.
