Community Centre NoticeWATER METER UPGRADE PROGRAM - COMMERCIAL/BUSINESS WATER & SEWER ACCOUNTS

The City of Orillia is undertaking a water meter replacement program for COMMERCIAL/BUSINESS water accounts that require a meter reader to gain access to the customers premise as they are not equipped with an outside Touchpad (a small black disk located on an outside wall).

The new water meters will improve reliability of the meter reading and billing process. Touchpad water meter readings provide actual readings and help with reducing unwanted costs due to leaks that can go undetected due to estimated readings.  

The City must gain access into the business to perform the changeout and the water will have to be turned off during the changeout for a short period of time (approximately one hour).

The upgrade program will consist of the following:
1)    Removal of existing water meter & installation of new metric water meter
2)    Wire run to outside of building near hydro meter and installation of Touchpad module. The Touchpad module must be installed in a location that will provide unrestricted reading access during winter conditions.
      
The City of Orillia will provide the new meter, touchpad and installation at no cost to the property owner.

Community Centre NoticeWATER METER UPGRADE PROGRAM 2010 ACCESS REQUIRED

The City of Orillia has implemented a mandatory water meter upgrade program that will be completed over a four-year period. The next phase of this City-wide upgrade will begin in mid August in the north-east section of the City including the areas:

North of Coldwater St. and East of West St N.

The City must gain access into the home to perform the changeout. The upgrade program will consist of the following:
1)    Removal of existing water meter & installation of new metric water meter
2)    Wire run to outside of building near hydro meter and installation of Touchpad module. The Touchpad module must be installed in a location that will provide unrestricted reading access during winter conditions (driveway or walkway).
       Note: External read Imperial Gallon meters will also be upgraded to the new metric water meter.

The cost of the upgrade will be covered completely by the City of Orillia.

The City’s contractor, DNS Water Meter Service, will be contacting you by letter to arrange a mutually agreeable time to replace your existing meter.  If you live in the above-specified area, you may also contact the contractor beginning August 5 at 1-866-667-9043 to arrange an appointment.

What is Expected of Homeowners

Homeowners are obligated to provide clear and unobstructed access to the water meter. If there are any boxes or stored items in the way, the City asks that these be cleared prior to the arrival of the meter installer. If, for any reason, the water meter has been covered by drywall of panelling, it is the homeowners responsibility to ensure that access to the meter be created. The water meter is property of the City of Orillia and clear and free access to it must be provided.

20-Pound Propane Cylinders Cause Safety Concerns

On April 1, 2010 the OFM was called to investigate an explosion at a propane filling and distribution centre in Smithville, Ontario. Although the investigation is ongoing, a safety issue was identified involving 20-pound propane barbeque-type cylinders. These propane cylinders are available to the public at cylinder exchange facilities and are identified on the label with Tank Traders / Superior Propane.

The safety issue involves cylinders that have been sent to retail cylinder exchange facilities that may have their cylinder valve left in the open position. Connection of the supply hose to the propane cylinder when the valve is in the open position could result in the release of propane creating the risk of fire. The OFM and the Technical Standards and Safety Authority (TSSA) are urging anyone who has purchased a 20-pound propane cylinder that is identified with a label Tank Traders /Superior Propane from an exchange facility to check and ensure that the cylinder valve is in the closed position. Please note that the cylinder valve should always be in the closed position while you are connecting the tank to your barbeque and when the barbeque is not in use.

Also, if you have a 20-pound propane cylinder with a valve that is green in colour, do not use the cylinder and return it to the supplier.

To get your barbecue ready for grilling season, TSSA recommends making this three-step safety check part of your spring cleaning routine:

1. CLEAN: use a pipe cleaner or wire to make sure the burner ports are free of rust, dust, dirt, spider webs or other debris.

2. CHECK: examine the hose leading from the fuel supply to the burners. Replace if cracked or damaged.

3. TEST: find leaks by applying a 50/50 solution of water and dish soap to all fuel and hose connections. If bubbles appear, tighten the connections and/or replace the damaged parts and always re-test.

Remember that barbecues are for outdoor use only. If used in an enclosed space, carbon monoxide – an odourless, colourless, poisonous gas – will gather and reach dangerous exposure levels, which can lead to serious health effects, or even death.

If you have not received your bill please contact the Treasury Department at 329-7239. Failure to receive the tax bill does not relieve the property owner from payment of taxes or liability for penalty for late payment.

Payments can be made at most Financial Institutions.

Community Centre NoticeUPGRADE YOUR OIL FURNACE

The City of Orillia is announcing an incentive rebate to upgrade old oil furnace heating systems for all properties within the 2-year Wellhead Protection Area of the two lakeshore municipal drinking water wells.

Undetected oil leaks can pose a serious environmental hazard. The City wishes to reduce the risk of an oil leak impacting the water aquifer in the vicinity of these two wells. This “Oil Heating Incentive Program” is a City “Source Water Protection” initiative.

The City will rebate 33% of the cost to a maximum payment of $2,500 to replace your oil tank and piping and upgrade to a new high efficiency furnace using any fuel of your choice.  This limited time offer is available only to properties situated with the 2-year Wellhead Protection Area. This encompasses an area bounded approx. by Tecumseth Street, Cedar Street, Lawrence Avenue, and Lake Couchiching (see map or call for details).

The incentive rebate is offered on a “first come, first served” basis effective immediately until the funding is exhausted or December 17, 2010.

This is an excellent one-time opportunity to assist you in upgrading to a new high efficiency furnace of your choice.

Community Centre NoticeSmoke Alarms “Alarmed for Life 2010” Making the Right Choice

Starting May 1st, 2010, the Orillia Fire Department will be visiting residents throughout Orillia promoting the installation of smoke alarms.  Please take a moment and ask questions.

Printed information will be left for the consideration of owners and occupants.  Remember SMOKE ALARMS are REQUIRED BY LAW - don’t be caught without them.  Your life may one day depend on them.

The location and type of smoke alarms we choose can greatly reduce ‘nuisance alarms’ and the temptation to tamper with them.  Here are a few suggestions:

  • Choose photo-electric smoke alarms as they are less prone to nuisance alarms than Ionization type smoke alarms.
  • Smoke alarms are required on each storey of your home and outside of sleeping rooms.  Locate smoke alarms away from bathrooms where steam may be present.  Make sure smoke alarms are not installed where drafts may be present.  Do not locate smoke alarms in kitchens.
  • Choose smoke alarms that are equipped with the hush button feature.
  • Where smoke alarms are permanently wired, choose replacements with an internal battery for power outages.

Community Centre NoticeHeritage Conservation District Study – Downtown Orillia

Designating the downtown as a Heritage Conservation District (HCD) was included in Orillia’s Plan for Culture as one of the initial strategic priorities arising from the extensive community consultation undertaken in support of the plan. To further explore the issue, a Cultural Forum was held to discuss designation of the downtown in March 2007. The overwhelming response from all constituencies was positive in favour of pursuing designation. In order to consider whether or not there is merit is moving towards designation, we currently undertaking a study, a plan and an inventory of the downtown area. The study must examine the proposed boundaries of the area to be designated and will assess the area from a heritage perspective. Ultimately, if approved, the plan will provide a detailed monitoring strategy for the designated area, and the inventory will include a description of each building in the study area and will identify specific elements of interest in each building, including the features which must be protected. The study, the plan and the inventory may indicate that the study area merits designation, or not.

Community Centre NoticeDRINKING WATER SAMPLING FOR LEAD

The City of Orillia Public Works Department is requesting volunteers to be a part of the 2010 Lead Sampling Program.  This program is in compliance with new Provincial requirements and will provide a more detailed review of lead levels at the tap.  Our ongoing sampling and a pilot program in 2007 have not identified problems with lead in our water.

Older homes built prior to the mid-1950’s are more likely to have lead pipes and service lines.  Homes built between the mid-1950’s and mid-1980’s are likely to have lead solder or lead in some fixtures.

Anyone with a home built prior to 1980 who would like to volunteer their home as a sampling location, please call the Public Works Department at 329-7249 for details.
